The horizon scanning process is an early warning system that identifies, through a rigorous and systematic appraisal of scientific research, new developments that may impact on the field of assisted reproduction or embryo research so that the Authority is aware of potential licence applications and prepared, if necessary, with an Authority policy or position.
An overview of the HFEA horizon scanning process:
We have brought together an international panel of experts to advise on horizon scanning issues. A list of members and their expertise can be found below. Members of the Horizon Scanning Panel communicate over the internet and are regularly sent questionnaires regarding horizon scanning issues. There is also an annual meeting where members meet face to face to discuss current and future issues.

The HFEA's Scientific and Clinical Advances Group is an important part of the HFEA's Horizon Scanning work. It meets up to four times a year to review scientific and clinical developments affecting activities in which the HFEA has an interest, and provides recommendations about these developments to inform HFEA policy formulation.

This report summarises the horizon scanning issues identified, prioritised and considered in 2005 and 2006 and the benefits of considering these issues. The responses to questions sent to the Horizon Scanning Panel and minutes of their meetings have also been included.
The majority of the techniques that are included in this report are a long way from being offered in clinics. However, it is useful for the HFEA to be aware of them so that, as far as possible, we have time to consider the legal, ethical and scientific implications of the use of these techniques, prior to an application being received by a licence committee for their use in research or treatment. In addition, when/if the techniques ever become available this process will allow us to ensure that patients are suitably informed and that we have guidance in place so that new treatments are carried out in a safe and appropriate way.
