Summary of request
The Authority was asked for three pieces of information relating to HFEA licensing activity: the names of clinics applying for an HFEA licence since April 2006, the date of these and the outcome of the application; the names of clinics that have ceased to be licensed by the HFEA since April 2006 and the date they ceased to be licensed; and the names of the 71 clinics referred to in the first paragraph of page 6 of the HFEA report ‘Fertility treatment in 2010’.
HFEA response
Information about clinics that became/ceased to be licensed by the HFEA since April 2006 is set out in Release Package 1. As background information, the large number of clinics that became licensed in 2007 was due to the implementation of the European Tissue and Cells Directive that required clinics who formerly offered unlicensed fertility treatment to couples to have a licence from the HFEA in order to operate lawfully. The HFEA has refused to licence two clinics that applied in this period, the Birmingham and London Gender Clinics. The decision to refuse licences was taken by the HFEA Licence Committee on the 7th June 2007. It may also be helpful to be aware that a centre can cease to be licensed for several reasons and in the majority of cases it is because the centre decides to stop providing licensable treatment, a voluntary revocation of a licence. For example a centre may arrange for its licence to be revoked when it merges with another licensed centre.

A list of the 71 clinics referred to in the first paragraph of page 6 of the HFEA report ‘Fertility treatment in 2010’ is provided in Release Package 2. Please note that, as the report states, this is a list of centres that provided licensable treatment during 2010 and therefore will not contain licensed centres that carried out no licensable treatments, for example only carried out partner IUI treatment.
