Donation Review: Implementation
As you know, the Authority has agreed its final set of policy changes on the donation review, including changes to the compensation that donors can receive. The changes will come into force on 1 April 2012, in line with the planned update to the Code of Practice, as indicated in previous Authority meetings. This is consistent with the way we implement policy change, which the sector is familiar with, and is in line with good regulatory practice.
The Authority has delegated powers to the Compliance Committee to decide how the new policies will operate and agree the changes to the Code of Practice and Directions. On 23 November the Committee will agree the first set of changes, on family donation, upper age limit for sperm donation and conditional donation; and on 21 December will agree the second set of changes, on reimbursement, compensation, benefits in kind and the donor family limit.
Given the number of detailed operational decisions yet to be made, centres will receive comprehensive advice on the policy changes in early February 2012. Centres will receive a Chair’s letter, highlighting the significant changes in policy, with copies of the updated guidance notes and Directions for implementation on 1 April 2012.
