HFEA announces new Authority members

Four new Authority members have been selected to the sit on the Human Fertilisation and Embryology Authority for three years from 7 November 2006 by the NHS Appointments Commission.

There are two new clinical Members, Professor Bill Ledger and Roger Neuberg, and two new lay members Sally Cheshire and Anna Carragher. Brief biographies of the new Authority members are below. In addition, current Authority member Jennifer Hunt has been reappointed for a further three year term from 7 November 2006.

Biographies

Professor Bill Ledger is 48, and lives in Sheffield and is Professor of Obstetrics and Gynaecology at the University of Sheffield and Honorary Consultant at the Sheffield Teaching Hospitals Trust.

He has a long standing interest in scientific aspects of infertility and assisted reproduction and is a member of the Editorial Board of Clinical Endocrinology and British Journal of Obstetrics and Gynaecology and a referee for Human Reproduction, Human Fertility and Fertility and Sterility. He is also chair of the Royal College of Obstetricians & Gynaecologist (RCOG) Examinations Committee and has extensive experience in the development of new methods for standard setting and examining professional attitudes.

Mr Roger Neuberg is 65, lives in Leicester and is a Consultant Obstetrician & Gynaecologist and Director of Infertility Services at the Leicester Royal Infirmary. 

He has huge experience in all aspects of assisted conception and has carried out and managed over 2500 treatment cycles and has worked as a HFEA Clinical Inspector for the last ten years. He is a founder member of the Association of Broadcasting Doctors and has extensive media experience and has been invited by the Royal College of Obstetricians & Gynaecologist (RCOG) to join their panel of consultants to answer media queries.

Mrs Sally Cheshire is 38, lives in Bramhall, Cheshire and is Director of Deloitte & Touche Accountancy Consultants.

She is a Chartered Management Accountant with 15 years experience of all aspects of financial management. She is currently serving as a non-executive director of the North West Strategic Health Authority and is Chair of the Audit Committee. Mrs Cheshire has worked largely in the health sector for the last 5 years, helping hospitals understand their customer needs, improve their governance and deliver improved services. She has also worked on major change programmes for British Coal, Network Rail and the RAF and is chair of her local Samaritans branch.

Ms Anna Carragher is 58 lives in Belfast and has recently retired as Controller of BBC Northern Ireland.

In her career she has worked on many major BBC news programmes including the Today programme, Newsnight, Question Time, Correspondent and worked on the Launch of Breakfast Time.  She has significant change management experience and as part of the BBC's value for money programme led a major cultural change programme and cut base costs by 15% over 15 months.

None of the new members has any other ministerial appointments or has taken part in political activity over the last five years.

Authority members receive a £176 daily allowance, together with travel and subsistence costs.

The HFEA is the independent regulator for IVF treatment and embryo research. Our role is to protect patients and the public interest, to drive improvement in the treatment and research sectors and to provide information to the public and policymakers about treatment and research.

The HFEA was set up in August 1991 as part of the Human Fertilisation and Embryology Act 1990. The HFEA's principal tasks are to license and monitor clinics that carry out in vitro fertilisation (IVF), donor insemination (DI) and human embryo research. The HFEA also regulates the storage of gametes (eggs and sperm) and embryos.
