General Directions on completion of Persons Responsible Entry Programme (PREP) assessments

As you are aware, in 2005 the HFEA, in consultation with internal and external stakeholders, decided to revise its assessment process for the Person Responsible (PR).  The Person Responsible Entry Programme (PREP) was introduced to improve the Authority’s processes for approving and licensing PRs. PREP is designed to ensure that PRs understand their legal responsibilities and duties, and to promote consistency across the sector. 

The PREP was initially intended for the assessment of new PRs; however, representatives of the sector welcomed the Programme and encouraged the HFEA to require all existing PRs to complete the assessment. In October 2006, the Authority’s Regulation Committee decided that all PRs, both new and continuing, should complete the PREP assessment. 

The PREP assessment was sent to all PRs in November 2006, with a letter explaining that all PRs were expected to have submitted a completed assessment to the HFEA by April 2007.  Since July 2007, completion of a PREP assessment has been a requirement of all PRs for treatment, storage, and research, under the Code of Practice (7th edition, Standard 4.1.5).

In March 2008 the Regulation Committee reviewed the number of PRs who had completed their PREP assessments and found that only 75% had submitted assessments to the HFEA.  The Committee was concerned that a significant proportion of PRs had not yet completed their assessment almost a year after the deadline. As a result, the Committee agreed that it would issue the enclosed General Directions.

These Directions require all Persons Responsible to have submitted a completed PREP assessment to the Authority by 30 April 2008.

In addition to being a requirement of the Code of Practice, it is hoped that all PRs will benefit from completing these assessments, as a way of reviewing and refreshing their knowledge of the duties of the PR.
