HFEA statement regarding misleading reports about the investigations at Guy's hospital

All witnessing incidents reported to the HFEA by Guy's hospital have been investigated or are currently under investigation.
The HFEA's witnessing guidelines apply to all clinics. At Guy's, where we previously raised concerns about witnessing, we have placed a particular priority on ensuring that the clinic reviewed its procedures and implemented changes. To their credit, Guy's have been active in reporting any incidents and in looking into making changes to their procedures.
We welcomed the publication of the Toft report in 2004 and we implemented its recommendations. In fact, we went further. In 2006 we reviewed our witnessing guidance, taking into account the latest best practice, which involved input from Professor Toft himself. The updated guidelines were introduced in 2007 and form part of our Code of Practice for all clinics.
The current investigations began in February, immediately following the reporting of the incidents to the HFEA. When the investigations are completed, the findings will be considered by an HFEA Licence Committee.
We are constantly looking to improve our guidance on the various practices involved in assisted conception, including witnessing. We are happy to work with anyone, including Professor Toft, to ensure that best practice around witnessing is embedded in the sector.

“It is not the case that we have failed to investigate serious incidents at Guys, nor is it the case that we have not implemented the Toft recommendations. But, of course, we can always do better and we welcome the chance to work with those who can help us improve.”
