LICENCE FEES
I wrote to you on 19 June enclosing licence application forms and the Authority's Manual for Centres. I referred to the initial fee which should accompany licence applications, and said that we would notify you of the rates of initial and additional fees as soon as possible.
I am sorry about the delay in determining fee levels. You may already know that the levels are determined according to the proportion of the Authority's budget that it is required to raise in fees. The budget has been subject for some considerable time to very detailed analysis and discussions with the Department of Health and the Treasury. The final decision on the overall budget and level of income to be raised by fees rests with the Secretary of State for Health and the Treasury. We received this decision earlier today. I am now therefore able to give you details of the licence fees that will apply with effect from 1 August 1991. These are contained in the enclosed pages on fees which should be included at Section 2 of the Manual for Centres.
The initial fee which should accompany licence applications is £250 for treatment licences and £100 for research or storage only licences. Further details of the fee structure, including the method of assessing additional fees, are set out in the enclosed documents. The additional fee will be payable before a licence is issued. For all licence applications received by 1 August, this will be by 31 July 1992.
Licences will be issued for up to one year at a time. While the Act allows for licences to be issued for up to five years for treatment or storage, and for up to three years for research, legal constraints mean that the issue of licences for more than one year would produce intolerable administrative and financial difficulties for both centres and the Authority. Our aim has been to ensure that the structure is as simple, fair and straightforward as possible and we intend to monitor the effects of fees very carefully.
Finally, a page on transitional arrangements is also enclosed for inclusion in Section 7 of the Manual for Centres. The commencement order containing the transitional provisions was made by the Secretary of State for Health on 16 June.
