Licence Fees

As you may know, the Authority has been in negotiation with the Department of Health and the Treasury about licence fees since March 1993. We have now been informed by the Department of Health that we are required to collect 60 % of our expenditure from licence fees in 1994/95 and 70% in 1995/96. 1996/97 and 1997/98. The result of this decision is that the charge for IVF and DI cycles will have to be increased. By the time this increase takes effect, the current fees of £7 for donor insemination and £30 for in vitro fertilisation will have been in place for four years.

The new rates of £10 for donor insemination and £40 for IVF will be charged for ail treatment cycles where the date on the treatment form is 1 September 1994 or after.
This means that when centres' licences are due for renewal the invoice will show separately the number of cycles carried out before 1 September 1994, which will be charged at the old rates, and those since that date which will be charged at the new rates. This gradual implementation allows twelve months before the full increase takes effect and should enable centres to plan for their fees accordingly. From 1 September 1995, all cycles will be charged at the new rates, including any which are notified late.

IVF cycles carried out on or after 1 September 1994 which are abandoned before a licensable activity takes place, ie before sperm and eggs are mixed or embryos are removed from storage, will not attract a fee. This means that IVF cycles started but which do not reach egg collection, or cycles where no eggs are collected, will no longer incur a charge.
Forms must still be submitted for these cycles for data collection purposes.

The percentage of our expenditure to be raised from fees will be fixed at 70% for the next three years. However, the fee levels will continue to be reviewed annually to take account of any significant change in the number of treatment cycles being carried out.

Please be assured that the Authority has done all in its power to keep the fees as low as possible. The Authority will continue to monitor its expenditure carefully and to ensure that it is necessary and cost effective.
