I am pleased to enclose copies of the Authority's fifth Annual Report and second Patients' Guide which have been published today.
Annual Report 1996
The Annual Report gives details of the Authority's activities over the past year and provides national data on the outcomes of in vitro fertilisation (IVF) and donor insemination (DI) treatments for 1994.
The Annual Report also presents the Authority's conclusions on a number of policy issues and these are highlighted in the press release which is also enclosed. One of these issues, payment for donors, has been considered by the Authority over the last two years. The Authority has now decided to phase out payments to donors and benefits in kind, apart from the reimbursement of reasonable direct expenses. However, the Authority does not wish to see the supply of donors diminish and acknowledges concerns that removing payments to donors may have this effect. The Authority has therefore set up a Working Group to consider how to withdraw payments to donors and the date from which payments will cease completely. A timetable on implementing the policy will be agreed when the Working Group has reported back to the Authority in early 1997.
The Patients' Guide to DI and IVF Clinics
The Patients' Guide contains data on clinics' treatments for the year April 1994 to March 1995, and therefore includes live birth rates for births up to the end of 1995. Since the first Patients' Guide was published last October, the Authority has received almost 8,000 requests for the Guide. Although the Guide has proved to be popular, the Authority has responded to the comments of both patients and clinics to improve and extend the information provided in the Guide. The Authority believes that this year's Patients' Guide will be even more informative for prospective patients.
