Dear Colleague

Consultation: Implementation of the HFEA's policy on payments to donors

As you will recall, I wrote to all clinics in April 1997 explaining the reasoning behind the HFEAs decision to withdraw payments to gamete donors. In addition, I offered the following reassurances:

• that no implementation would take place without clinics first being consulted; and
• that sufficient time would be given to clinics to prepare for any changes.

You may also recall that the HFEA set up a Working Group to consider the effects of removing payments to donors. The HFEA has agreed to use that Working Group's report as the basis for this consultation.

I enclose two copies of the consultation document which has just been published. While the document presents the HFEAs conclusions and recommendations, you are invited to give your views and comments on these by completing the enclosed questionnaire. The HFEA will carefully consider the responses received before taking any further action. The deadline for sending in your response, which should be addressed to Beatrice Heales at the HFEA, is 31 July 1998.
