A summary of the meeting of the Human Fertilisation and Embryology Authority in March 1999

The HFEA discussed the introduction of "Performance Indicators" and agreed to the introduction of the following:

  • Percentage of licence applications dealt with within target times;
  • Percentage of requests for HFEA publications responded to within three days;
  • Data entry costs for the records processed;
  • Performance against Government financial targets including payment of debtors and creditors.

The Members approved publication of their interests in the Authority's 1999 Annual Report.

The Authority considered proposals for improving the licensing system.

The Working Group on New Developments in Reproductive Technology explained the information they had obtained from clinics on the subject of mixing ICSI/IVF embryos. This issued was referred to the Code of Practice Committee for further consideration. This Working Group also outlined their reasons for not licensing cytoplasmic donation for treatment purposes, but was keen to encourage research applications in this area.

Members also discussed the introduction of standardised information sheets for patients and approved both the letters to clinics on the presentation of clinical data, and letters to inspectors and reviewers on possible conflicts of interest. The Authority also agreed its response to the recommendations contained in the Report of the Surrogacy Review.
