May 2000

A summary of the meeting of the Human Fertilisation and Embryology Authority in May 2000

At this meeting the Authority agreed additional standard licence conditions for the collection and storage of oocytes. It was also agreed that this procedure should attract a nil fee charge.

The Authority approved various changes to its process of licensing research including approval of new initial and renewal application forms and progress reports. In addition, a patient leaflet on embryo research was also agreed. Further, the Authority approved a new consent form for the long-term storage of sperm and accompanying guidelines.

After discussion the Authority agreed guidelines for centres on the payment of expenses to gamete donors. These guidelines were developed on the basis that such payments should not be an incentive to donate, but, at the same time, reasonable expenses should be paid as no donor should be out of pocket as a result of making their donation.

A presentation of the results of the third year of the Authority's five-year audit programme of clinics' data was given by the Authority's Systems and Data Auditors. The Authority noted the programme's progress and the changes that had been introduced during the past year. The Authority was advised that the HFEA could have confidence that its systems were collecting the correct amount of fees as required by the National Audit Office and the Treasury.

Finally, the Authority approved the issuing of the HFEA's Information for Treatment Ethics Committees that had been prepared by the Authority's Ethics Committee.
