LICENSING OF RESEARCH - REVISED PROGRESS REPORTS AND INITIAL AND RENEWAL APPLICATION FORMS

As part of its recent review of the licensing and monitoring of research projects, involving the use of human embryos, the HFEA has revised the progress report forms that centres are required to submit in the interim years of two and three year research licences.

As you are aware all research licences carry the following standard condition:
'that the centre shall within 28 days of each anniversary of the grant of the research licence or within such other period as may be specified in Directions, provide the Authority with a progress report as is specified in Directions'.

In addition, all research licences that authorise the use of embryos to derive embryonic stem cell lines are required, through standard conditions, to submit progress reports every six months from the date the licence was granted.

The accompanying Directions and the Progress Report form are also enclosed with this letter.

The Freedom of Information Act 2000 gives the public the right to access information held by central government, local government and other public organisations. The Act is intended to improve openness and accountability in the public sector. Consequently, progress reports submitted to the HFEA are subject to disclosure under the Freedom of Information Act 2000. Therefore, when completing the progress report you should indicate any information which you would not want to be disclosed and state the reasons why. These reasons will be taken into consideration by the Authority, but may not be determinative, in deciding whether disclosure of the information is still appropriate.

As part of our continued programme to increase public understanding and confidence in the regulation of research involving human embryos the revised progress report includes a section that requires you to include a summary, in lay language, of the results of your research which will be published on the HFEA public website. Furthermore, the inspection reports of the annual inspections of research centres will also be published on our website following their review by the Research Licence Committee.

We have also revised both the initial and renewal application forms for a research licence. Both the revised Initial Application for a Research Licence and the revised Application for Renewal of a Research Licence are enclosed with this letter and are also available on our website under the section entitled: ?How to apply for a research licence'
